These terms cover the Panta Rhei mobile app and this website, both operated by Oxynapse. By using either, you accept them.
What Panta Rhei is
Panta Rhei is a news discovery app. Our systems read reporting published by news outlets and agencies. When several unrelated outlets report the same event, an AI writes one article summarising what they reported, and names every outlet it drew from. As new reporting appears, it is added to that same story rather than becoming a separate one.
What Panta Rhei is not
We are not the publisher of the underlying reporting. The facts in our articles come from other news organisations. We claim no ownership of their work, and we do not present ourselves as its original source.
Our articles are not a replacement for the original reporting. Every article links to the outlets it came from, and you should go to them for the full account, for exact quotes, and for anything you intend to rely on.
Our articles are written by AI and can be wrong. They may misstate a detail, lose nuance, or reflect an error in a source. The app labels AI-written content where it appears. Do not treat it as verified fact.
Nothing in the app is professional advice. It is not medical, legal, financial, or safety advice. In an emergency, contact the emergency services, not a news app.
Your use of the app
You may use Panta Rhei for personal, non-commercial reading. You may not:
- copy, scrape, or systematically extract content from the app, this website, or our API;
- resell, redistribute or republish our articles as your own;
- interfere with, overload or attempt to gain unauthorised access to our systems;
- use the app to break the law, or to harass anyone.
Attribution and source material
Attribution is a deliberate feature, not a footnote. Every article lists the outlets it was compiled from, with links to their originals, and every subsequent update carries its own sources.
Copyright in the original reporting stays with the outlet that published it. Article images are supplied by the source outlets and remain their property; credit is shown where the source provides it.

Advertising
The app is free and carries ads served by Google AdMob. Ads are labelled. Advertisers do not select the news, the sources, or how stories are presented. Ad personalisation is governed by the consent choices described in the privacy policy.
Availability
Panta Rhei is offered as-is. We do not promise it will be uninterrupted, that any particular story or outlet will be covered, or that coverage will be complete. Local news currently covers Bosnia and Herzegovina only. We may change, suspend or discontinue features.
Liability
To the extent the law allows, Oxynapse is not liable for indirect or consequential loss arising from use of the app, from reliance on AI-written summaries, or from content published by third-party outlets. Nothing here limits liability that cannot lawfully be limited.
Changes
We may update these terms. The date at the top changes when we do, and continued use after that means you accept the revision. Material changes will be surfaced in the app.
Governing law
These terms are governed by the laws of Bosnia and Herzegovina, and disputes fall to the competent court in Banja Luka.
