Panta Rhei is a news app published by Oxynapse. This policy explains what leaves your device, who receives it, and what you can do about it.
The short version
- The app has no account. No email, no password, no login. Nothing in the app is tied to your name. The only place we ask for an email is the waitlist form on this website, and only if you choose to use it.
- We never receive your real position. Location, if you turn it on, is read once and immediately reduced to a city or municipality before anything is sent.
- There are no push notifications. Reminders are scheduled on your device. We hold no device token for you.
- Your reading stays on your phone. Saved articles, reading history and AI chats are stored locally, not on our servers.
- Ads are served by Google and are the reason the app is free. You control ad personalisation, and you can change your mind at any time.
- AI answers are produced by a third-party model. See AI features.
Who we are
Panta Rhei is developed and operated by Oxynapse. For anything in this policy, write to office@oxynapse.com.
How you are identified
Panta Rhei has no accounts. Instead, the app generates one anonymous identifier the first time it runs:
- On iOS it is a random value stored in the system Keychain.
- On Android it is derived by hashing the device’s Android ID together with a value unique to this app, so the result cannot be matched against any other app on your device.
This identifier is what analytics events and support tickets are attached to. It is not linked to your name, email or phone number, because the app never asks for them.
It is removed by deleting the app and clearing app data on Android, or by resetting the device on iOS, where Keychain values deliberately survive app deletion.
Information you provide
Your preferences. The topics you prefer, ignore or avoid; the cities and municipalities you follow; your language, theme and reminder time. These are stored on your device and shape what the app asks our servers for.
Search queries. What you type into search is sent to our servers to find matching stories, and to the AI provider when you ask for an AI overview of the results.

Feedback and support messages. When you use the in-app feedback form we receive your message, the type of feedback, your anonymous identifier, your device model and your operating system version. A name is optional and only included if you type one.
Your email address, if you join the waitlist. The waitlist form on this website asks for an email address and which device you use. That is the only place we ask for an email, it is not connected to the app or to your anonymous identifier, and it is used for one purpose: telling you when testing opens up or when the app reaches the stores. No newsletter, no marketing, nothing else. Ask us at any time to remove it and we will, or use the unsubscribe link in any message we send.
Information collected automatically
Usage analytics. We use PostHog, hosted in the European Union, to understand how the app is used: which screens are opened, which articles are read or saved, whether search was used, whether onboarding was completed. These events carry your anonymous identifier, your operating system and version, your device model, how many locations you follow, and your theme setting.
Session replay is switched off. We do not record your screen.
Technical information. Like any internet service, our servers receive the IP address your request arrives from. It is used to operate and secure the service, not to build a profile of you.
Location
Local news is optional and off until you turn it on.
If you do turn it on, the app asks for foreground location permission, reads your position once, and immediately matches it to the nearest city or municipality from a fixed list. Only that place’s fixed centre point is ever sent to our servers, never your actual coordinates. There is no background location, no location tracking and no movement monitoring; those capabilities are switched off in the app’s build configuration, not merely unused.
You can also skip location entirely and pick your city from a list. If you search for a place by name, that search text is sent to OpenStreetMap’s Nominatim service to turn it into a place.
Local news currently covers Bosnia and Herzegovina only.
On the website
The same holds for the news list on pantarhei.news. Location is never requested on its own: the page shows news for all of Bosnia and Herzegovina until you either pick a city from the list or press the location button. If you press it, your position is read by your browser and reduced to the nearest city in the browser itself — only that city’s name reaches our servers, never your coordinates. The chosen city is remembered in a pr-city cookie, which exists only so the page knows which news to show you; it is not used for tracking and you can clear it in your browser settings.
Cookies and browser storage
pantarhei.news uses no tracking, advertising or analytics cookies. There are three items, all three set only because you chose something, and all three stay in your browser:

None is shared with third parties and none tracks movement across the site. Clearing site data in your browser removes all three.
AI features
Panta Rhei’s articles are written by AI on our servers, from reporting published by news outlets. That process does not involve your data.
Two features send your input for processing. When you ask a question about an article, or request an AI overview of search results, your question, the relevant article text and the conversation so far are processed by a third-party AI provider in order to produce the answer. That input is used to answer your question and is not used to identify you.
Your chat threads are stored on your device only.
AI output can be wrong. The app says so where it appears, and so do we: verify anything that matters against the original sources, which are linked on every article.
Advertising
Panta Rhei is free and supported by ads served through Google AdMob. Advertisers have no say in which stories are published, which sources are used, or how stories are presented.
Before any ad or news request is made, the app shows Google’s consent form (the UMP / IAB TCF framework) and records your choice. On iOS, if you consented there, the system’s App Tracking Transparency prompt follows. Only if you allow tracking can Google use your device’s advertising identifier for personalised ads. The app itself never reads or stores that identifier.
Declining tracking does not restrict the app. You still get ads; they are simply less targeted.
You can reopen and change these choices at any time in the app under Profile → Privacy & Ads.
Notifications
Reminders, meaning a daily briefing nudge and a catch-up after a week of inactivity, are scheduled locally on your device. The app does not register for push notifications and we hold no push token, so we cannot send you anything remotely. Turning notifications off is entirely a device-side setting.

We do not sell your data, and we do not share it with data brokers.
How long data is kept
Reading history is deleted from your device automatically after 30 days. Saved articles, preferences and chat threads stay on your device until you remove them or uninstall the app.
Waitlist addresses are kept until the app is publicly released and the people on the list have been told, or until you ask us to remove yours, whichever comes first.
Retention periods for analytics and feedback held on our side are being finalised and will be stated here once set. In the meantime you can ask us to delete them, as described below.
Your rights and choices
If you are in the European Economic Area or the United Kingdom, you have the right to access, correct, delete, restrict or object to processing of your personal data, and to lodge a complaint with your national data protection authority.
Because there is no account, most of your data is under your direct control:
- Preferences, saved articles, history and chats. Clear them in the app, or uninstall it.
- Advertising choices. Change them under Profile, then Privacy & Ads.
- Location. Revoke the permission in your device settings.
- Analytics and feedback held by us. Request deletion via the data deletion page.
- Your waitlist address. Ask us to remove it, and it is gone from the list.
Children
Panta Rhei is a general news app and is not directed at children. News content can cover violence, crime, conflict and other distressing events. We do not knowingly collect data from children.
International transfers
Our analytics are hosted in the European Union. The advertising and AI services we rely on operate globally and may process data outside your country, under the safeguards described in those providers’ own terms.
Changes to this policy
When this policy changes materially we will update the date at the top of the page and, where the change affects how your data is used, surface it in the app. Previous versions are retained in the site’s revision history.
